General information

The history of the Department of Political Science can be traced back to 1943, when the Department of Social Sciences was established at the Shymkent Institute of Technology for Building Materials. Later, the name of the department was changed to Scientific Communism. At that time, Sh. B. Baitasov, a Candidate of Historical Sciences and Associate Professor, served as the head of the department. In 1988, the department became known as the Department of Socio-Political Sciences. In the 1992-93 academic year, the Departments of Philosophy and Political Science were combined, with Doctor of Historical Sciences Professor A.I. Ismailov serving as their head. He was a corresponding member of the Russian Military Academy and an Honored Worker of Kazakhstan. The emergence of Kazakhstan's independence had a significant impact on the development of the department, shaping its future direction and goals.
In 1998, the specialty of "International Relations" was established, and the department was renamed to "International Relations and Political Science". At that time, the following faculty members worked at the department: Professor A.I. Ismailov, Associate Professor L.I. Pak, Associate Professor S.K. Tulebekova, Associate Professor E.Zh. Eshamanova, Associate Professor M.E. Taubaeva, Associate Professor S.S. Korganova, Associate B.B. Bolegenova, and Associate Professor G.A. Bazarbaeva.
In 2007, Altaev B.A., a candidate of historical sciences and associate professor, became the head of the Political Science Department. During the 2008-2009 academic year, the teachers of the department, Zhumabekov M.U., Rysbaeva S.Zh., and Taukebaeva E.S., successfully defended their Ph.D. theses at Al-Farabi Kazakh National University in Almaty.
In 2011, S. A. Mazhinbekov, a PhD and associate professor, took over as the head of the department of political science. He made a significant contribution to the department's growth and development. The teaching staff actively participated in international conferences and worked on developing educational materials within the "Mangilik El" and "Rukhani Zhangyru" programs.
At the beginning of the 2017-2018 academic year, the departments of Philosophy and Political Science merged to form a new department named "Philosophy and Cultural Studies". M. U. Zhumabekov, a candidate of historical sciences and associate professor, was appointed as the head of the new department. Under his leadership and with the support of the faculty, the department worked hard to fulfill its goals. During this period of growth, M. U. Zhumabekov also signed bilateral agreements with universities in Russia, Uzbekistan, and the People's Republic of China to exchange knowledge and experience. In 2018, the department obtained a license to offer two bachelor's programs: 6B02210 - Philosophy and 6B03120 - Political Science, as well as a master's program 7s03120 - Political Science. In 2020, the department was renamed to "Philosophy and Political Science". From 2018 to 2019, Associate Professors Kurganova S.S. and Montaev A.B. improved their qualifications at Dalian University in China through an exchange program for professional development in the field of science and education. In September 2021, the Department of Political Science became a separate entity due to a decision by the Academic Council of the university.
Associate Professor Torekulova Zh.E., also from the department, received the title of "Best University Teacher" in 2021 after winning a competition organized by the Ministry of Education and Science of Kazakhstan. In the 2022-2023 academic year, Associate Professor A.B. Montaev completed a scientific internship at George Washington University under the Bolashak program in the United States.
Since May 2022, Associate Professor Mazhinbekov Saken Aralbayuly has been the head of the department again. The teaching staff of the department consists of 20 people, including 4 doctors of sciences, 4 associate professors, and 12 senior teachers. In 2022, Zh.M. Ashirova, a senior lecturer at the department, defended her PhD thesis and received the title of Doctor of Philosophy. Associate professors M. U. Zhumabekov and J. E. Turekulova from the Department of Political Science successfully completed a scientific internship at Lomonosov Moscow State University in Moscow, Russia, within the framework of the "500 Scientists" project of the Bolashak program in 2024. The department is conducting research on the state budget topic "B 21-14-12: Main directions and problems of modernization of the political system of the Republic of Kazakhstan".. Every year, the teaching staff of the department promotes and explains the annual messages of the President of Kazakhstan, K. Tokayev, in Shymkent and other regions of the country.
